What is a P21 balancing statement ? A P21 balancing statement is a final statement of your income tax liability for a tax year. It is issued by Revenue when your income tax liability has been reviewed and it shows:
your total income from all sources tax reliefs and credits claimed amounts of income tax and USC paid.
You can request a PAYE Balancing Statement at the end of the income tax year if:
you have overpaid income tax or USC during the year (e.g. you were not granted the correct tax credits or were on emergency basis or week–one basis). you wish to claim additional tax credits, allowances or reliefs (e.g. Health/Medical expenses) you are required to submit the Statement to a Financial Institution or Local Authority in support of an application for a loan/grant.
The PAYE Balancing Statement will state if you have paid the correct amount of tax in the tax year under review. If you overpaid tax, a refund will issue to you and/or your spouse or civil partner. Sign in using your Government Gateway user ID and password.
- 2) Scroll down and log in to self assessment.
- This is what the log in area looks like, however, if you are only registered for Self Assessment then you may be directed to this screen automatically.
- 3) Go to ‘ More details about your Self Assessment returns and payments ‘ and follow the link.
4) In the ‘ Your returns ‘ section, scroll down and select any the required year from the ‘ Previously filed returns ‘ list. Click on the first option, being the given tax year for the return as shown in the image below.
5) Scroll down and click ‘ View Return. ‘ (you can also select another tax year to view here by using the select tax year dropdown box)
6) On the next page it takes you to, look on the left hand menu and select ‘ View / Print / Save your return. ‘ (this option is also at the bottom of the page)
7) On the next page, scroll down to the ‘ colour copy ‘ option, and click on ‘View PDF’ (sometimes you may see the option ‘ Print a colour PDF copy of your return ‘ instead)
- 8) A pdf document should then open for you to view.
- 9) You can then Save the PDF to your computer.

Issuing a P45 ISSUING A P45 When an employee leaves your employment, you should issue them a Form P45. The Form P45 states the amount of pay you received to date, the amount of PAYE paid to date, income subject to USC to date, USC deducted to date, PRSI paid to date, the name of your last employer, etc.
- To access this utility go to P45 > Issue P45
- Before proceeding you must ensure that all payments have been made to the employee for work carried out.
- Ø Select Employee
- Ø Enter Date of leaving
- Ø Click Next
- Ø Click Yes to confirm that you wish to issue a P45
- Ø Print Pro Forma P45 details
- Ø Fill details from Pro Forma P45 onto an official Form P45 OR prepare ROS P45 file
- MID MONTH P45
- If an employee leaves your employment mid month, you will need to issue a P45 before month end.
- To access this utility go to P45 > Issue P45
- Ø Select Employee
- Ø Click Yes to make a further payment to the employee
- Ø Select Next
- Ø To accurately report the number of insurable weeks on the P45 – Enter the number of insurable weeks since last pay period

- PREPARING & SUBMITTING THE ROS P45
The P45 Part 1 can be submitted online through Revenue Online Services website (www.revenue.ie > Login to ROS). This utility is only available if you have registered to use ROS. To access this utility go to ROS > P45 Each employee’s P45 must be issued before proceeding. To issue a P45 – Go to P45 > Issue P45 > Click F1 for help.
- To prepare the ROS P45 file:
- Ø Select Employee
- Ø Click Add
- Ø Repeat this step until all employees are listed on the right of the screen
- Ø Click Prepare File
- Ø Enter Contact name
- Ø Enter Telephone Number
- Ø Click OK
- Ø Save the P45 file – the file name can be amended if applicable
- Ø Click Save
